Free Insulation – Under the Energy Efficient Homes package offered by the Australian Federal Government
What is free insulation?
One of the Australian Government's Energy Efficient Homes Package objectives is to insulate 2.7 Million homes with ceiling insulation by the year 2012. The package offers free insulation to the value of $1,600 to homeowners and free insulation to the value of $1000 for landlords. The labour and insulation is initially paid for by the buildings owner and later reimbursed by the federal government by way of a rebate.
Homeowners who are eligible:
- The criteria for free insulation for ceilings are defined as follows;
- You are a home owner-occupier - that is, you live in your own home
- You don't already have ceiling insulation
- You are installing insulation in an existing home on or after 3 February 2009 (excludes new homes or extensions to existing homes)
- You are an Australian citizen or permanent resident aged 18 years or over

Eligibility for Renters
You are eligible for ceiling insulation if you:
- Are the landlord of the dwelling were the insulation is to be installed, and
- An Australian Citizen or permanent resident age 18years or over; or
- A corporate entity incorporated in Australia; or
- Are a tenant with evidence of the landlord’s permission to install the ceiling insulation (e.g. a letter from the landlord or agent giving permission to install ceiling insulation, and authorising you to sign the work order form); and
- Obtain the approval of the body corporate, if applicable; and
- Correctly complete an sign the relevant section of the work order form; and
- Only apply for assistance under the program once per dwelling and do not apply for assistance under the home owner insulation program in relation to the dwelling; and
- Are installing insulation in a dwelling that is not state or territory public housing or owned by a state or territory government or state or territory housing authority; and
- Are arranging installation of new ceiling insulation, not replacing existing ceiling insulation above what is outlined in the guidelines;
You will NOT be eligible where:
- The insulation has been installed by an installer who is NOT on the Australian Government’s installer provider register; or
- The dwelling were the ceiling insulation is to be installed is a new home, a rebuilt home or an extension to an existing home; or
- The dwelling where the ceiling insulation to be installed is state or territory public housing and is owned by a state or territory government; or
- The ceiling insulation replaces existing ceiling insulation above what is outlined in the guidelines as having negligible effectiveness.
